Issues of integrating private video surveillance systems in shopping centers with state security systems were discussed

BIT Company took part in the MCCI meeting, where issues related to the integration of private video surveillance systems installed in shopping centers with state security systems were discussed.

On February 1, 2024, the Moscow Chamber of Commerce and Industry hosted a round table on the topic "Application of facial recognition systems in places of mass stay of citizens as an effective measure to ensure public safety". The round table was organized by the Guild of Non-State Security Structures (NSS) at the Moscow Chamber of Commerce and Industry and the Union of Shopping Centers of Russia. The round table was also attended by representatives of executive authorities, law enforcement agencies, representatives of federal retail chains, industry business associations and the expert community. The participants discussed the use of facial recognition systems in places of mass stay of people within the framework of the current legislation on personal data, as well as the role of modern video analytical solutions in ensuring public safety.

Dmitry Galochkin, Chairman of the NSS Guild, opening the round table, said that this is not the first event on this topic. "Last year we have already gathered to discuss the existing problems of applying facial recognition systems in retail. A program of action was worked out and a working group was formed. Today we have gathered in a more expanded composition together with the Union of shopping centers of Russia". Kirill Stenkovsky, Deputy Section of Intelligent Security Systems of the NSS Guild, representative of the National Security Laboratories Group of Companies, stated that video analytics has long become a separate sphere of economy in the country with a huge potential for development. Modern solutions have long allowed to automate many processes of monitoring and response to emerging threats. However, shopping centers, retail trade facilities and other private objects of mass stay of people are not integrated into a single circuit with state security systems due to the lack of a regulatory framework. The solution to this issue requires a unified conceptual approach.

Pavel Borisovich Lyulin, Vice-President of the Union of Shopping Centers of Russia, which includes more than 2000 shopping centers, speaking with a report said that shopping centers, as places of mass stay of people, face urgent tasks to ensure public safety and anti-terrorist protection. He stated that in the issues of ensuring the security of shopping centers, the future is for modern technologies. He noted that video analytics could cover not only security issues, but also benefit shopping center owners by providing necessary marketing data or automating internal processes. The expert cited examples when video analytics is used to manage parking lots, count visitors and control staff. However, there are a number of fundamental problems preventing widespread implementation.

Based on the results of the working table, it was decided to initiate work on the integration of government monitoring and response systems with private business security systems to ensure effective, and most importantly, quality security in places of mass attendance. The working group will develop a draft concept for the development of Intelligent Security Systems in Russia, industry standards and mechanisms of interaction between public authorities, law enforcement agencies and private business. The participants noted the importance of this work taking into account the realities in which our country has been living in recent years.
